What it covers

Indicators for the seriousness of breaches and their classification into four levels of gravity, criteria for the level of fines and administrative measures, and a methodology for periodic penalty payments, for supervisors of the financial and non-financial sector alike. Approved by the General Board on 1 July 2026 for transmission to the Commission; final report published 8 July 2026. Adoption by the Commission and publication in the Official Journal still to follow.

What it means in practice

Sets the enforcement framework that governance and the compliance function must anticipate (demonstrability, pace of remediation). AMLA re-consulted the EBA draft from 9 February to 9 March 2026 to hear the non-financial sector and then amended Articles 1, 2 and 4 and the recitals so the RTS applies to both sectors. Once adopted by the Commission it applies directly in every Member State.
