Today's EBA guideline or EBA-drafted standard on this topic is final and applies (Art. 54(5) AMLAR). AMLA will replace it with its own text under the AML package; no consultation paper exists yet. The expected date follows AMLA's programming document or the statutory deadline.

What it covers

Criteria for when a host Member State may require an e-money issuer, payment service provider or crypto-asset service provider operating through agents, distributors or other infrastructure to appoint a central contact point, and the functions of that contact point. Statutory deadline 10 July 2026; AMLA schedules the consultation for Q3 2026 and the final draft for Q4 2026, and is running a survey among EMIs and PSPs until 22 September 2026 to prepare it. Until then Commission Delegated Regulation (EU) 2018/1108 applies; an EBA amendment to it awaits adoption by the Commission.

What it means in practice

E-money and payment institutions and CASPs with agents or distributors abroad: check where a contact point is (or will be) required and what it must do for the host supervisor.
