What it covers
Criteria for deciding when a contact becomes a business relationship, when transactions are occasional or linked, and which lower thresholds (below the EUR 10 000 default) trigger customer due diligence for higher-risk sectors and products. Consulted by AMLA from 9 February to 8 May 2026 (public hearing 24 March 2026). On 1 October 2026 AMLA published the final report and submitted the final draft to the European Commission (press release of 1 October 2026); adoption and publication in the Official Journal still to follow.
What it means in practice
Sets the moment CDD starts. Check the onboarding trigger, the linked-transaction logic in transaction monitoring and any sector threshold that applies to your products.
