Today's EBA guideline or EBA-drafted standard on this topic is final and applies (Art. 54(5) AMLAR). AMLA will replace it with its own text under the AML package; no consultation paper exists yet. The expected date follows AMLA's programming document or the statutory deadline.
What it covers
AMLA's General Board agreed on 1 July 2026 to produce a comprehensive set of guidelines on targeted financial sanctions by the second quarter of 2027, as part of its cooperation strategy. Until then the EBA Guidelines on internal policies, procedures and controls to ensure the implementation of Union and national restrictive measures (14 November 2024, applying since 30 December 2025) apply to credit and financial institutions.
What it means in practice
Sanctions screening becomes a customer due diligence measure under the AMLR (Art. 27); align screening, list management, alert handling and governance with the EBA guidelines now and with the AMLA guidelines once consulted.
